It's a 2003 I think, and for the program I need it to get to work it says the system requirements are: ';ATI Radeon 9800 256MB VRAM or Nvidia 6600 GT with 256MB of VRAM ( Video cards with vertex/pizel shaders 2.x and above are recommended.';
And also is the sound card I have in the computer (the one that came with the computer) compatible with Direct X 9.0? I can't figure out how to see what sound card is in my computer. Please help!Can the video card be changed on my Dell Inspiron 5100 and if so how do I do it?

Usually video cards are on the main board of a laptop, and therefore is very difficult to change it without changing the whole main board.
Laptops typically have to sacrifice modularity for a more compact design, and so only a limited amount of devices can be replaced/upgraded (ie. hard drive, ram (the ones that aren't soldered onboard), and probably a couple other devices depending on the laptop.
As for finding out what sound card you have, you can go to your control panel, sounds, then hit the hardware tab. In that tab it should give you some hints to what you have. You can also look up your laptops model online.
I also haven't ever seen any modern sound card that is not compatible with any DirectX, so I doubt you have to worry about that aspect..
